Presidents Response to Student and Exchange Visitor Program (SEVP) Revisions

Eagle family,

Yesterday we received notification that the Student and Exchange Visitor Program (SEVP) within U.S. Immigration and Customs Enforcement issued new guidance that prohibits international students from returning to or remaining in the U.S. this fall if the universities they attend are fully online.

Fortunately, it does not currently apply to international students enrolled or to be enrolled in universities such as Texas A&M University-Texarkana where a portion of our classes will be in-person and fully available to all students. Students may consult our Office of International Studies for additional information. The Office of International Studies will be reviewing all schedules for our international students to ensure they are in compliance with the new guidelines. They will work to ensure that this does not impact even one of our international students, who are important and valued members of our campus community.

Texas A&M University-Texarkana stands in opposition to the new SEVP policy, which could have a devastating impact on international students nationwide. We all live, learn, and work in the same community, and we have all been impacted by this global pandemic. Punishing students whose course delivery methods may have changed through no fault of their own seems counterintuitive to how we should behave in times of crisis. We will work together with our international students to see that their educational opportunities are not disrupted.

There has been immediate and significant opposition to these new federal guidelines from colleges and universities across the United States. I hope that in light of this opposition the SEVP will rescind this policy for the benefit of international students everywhere.
