What is the Clery Act?
The Jeanne Clery Disclosure of Campus Security, Policy and Crime Statistics Act, or the Clery Act, is a federal law that requires all U.S. colleges and universities, both public and private, participating in federal student aid programs, to maintain and disclose certain crime statistics and campus security information.
Why is the Clery Act Important?
The Clery Act was designed to assist students, parents, and other members of the campus community in making informed decisions regarding their personal safety. The Clery Act promotes transparency in crime statistics on campus, and requires institutions of higher education to make certain crime statistics public and readily available. In compliance with the Clery Act, Texas A&M University-Texarkana University Police Department (UPD) maintains a Daily Crime Log and a Daily Fire Log at the main UPD office in the Central Plant building. This log is available for review upon request. The logs note all CLERY related crimes and fire incidents. The logs are available 24-hours a day, 7 days a week. Any UPD personnel may provide you with the log upon request. The campus crime statistics, along with campus safety policies, programs, and general information is published in a yearly campus safety report.
Reporting Crimes
At Texas A&M University-Texarkana, all emergencies or suspected criminal activities should be reported immediately to the University Police Department by calling 6611 from a campus phone or 903-334-6611 from a cell phone. Blue emergency phones located around campus provide quick access to campus police. Criminal activity can also be reported to designated Campus Security Authorities (CSAs) such as deans, residence life staff, student life personnel, and coaches. These reports can be made confidentially or anonymously and are included in the University’s annual crime statistics when appropriate. Victims who prefer not to pursue formal action can still file a report to help the University identify patterns and maintain campus safety. Felony crimes may also be reported anonymously to Crime Stoppers at 903-793-7867. Confidential reporting is available through mental health and wellness services for both students and employees.
Campus Security Authority
At Texas A&M University-Texarkana (TAMUT), a Campus Security Authority (CSA) plays a key role in supporting campus safety and compliance with the Jeanne Clery Disclosure of Campus Security Policy and Crime Statistics Act by serving as designated personnel who receive reports of alleged criminal activity and ensure those reports are passed on to the appropriate university officials for inclusion in the institution’s crime statistics and safety disclosures. CSAs include individuals with significant responsibility for student and campus activities—such as deans, residence life staff, coaches, and student life personnel—who may be approached by students, faculty, or staff to report crimes or safety concerns. When a CSA becomes aware of a crime or incident that falls under the Clery Act’s reportable categories, they are responsible for promptly reporting that information to the TAMUT University Police Department or the designated Clery compliance official, either through the CSA Incident Report Form, to support accurate campus safety reporting and compliance. Additionally, CSAs help ensure that critical information can form the basis for timely warnings or emergency notifications to the campus community when required, and they receive training to understand their duties under federal law and how to handle reports appropriately.
